The European Investment Bank (EIB) is the financing institution of the European Union. Its shareholders are the Member States of the European Union, and its Board of Governors is composed of the Finance Ministers of these States. The EIB enjoys its own legal personality and financial autonomy within the Community system.
The mission of the EIB is to contribute, by financing sound investment, to the policy objectives of the European Union, as laid down in its statutes and in decisions of the European Council.
The EIB contributes towards the integration, balanced development and economic and social cohesion of the Members of the European Union. To this end, it raises on the markets substantial volumes of funds that directs on the most favourable terms towards financing capital projects according with the objectives of the Union. Outside the Union the EIB implements the financial components of agreements concluded under European development aid and cooperation policies.
Function
As a Senior Institutional Lawyer, referred to within the EIB as a Senior Officer Legal Services, you will be advising on legal questions in the areas of Institutional and European Union law, drafting relevant legal instruments and/or other documents and providing advice to protect the Bank's legal interests.
You will carry out work relating to tasks within the Division's remit: in particular the legal aspects of Institutional and European Union including advice on EIB's legal framework and EIB policies, governance, statutory issues and relations with EU institutions, other IFIs and Member States.
You will act under the authority of the Head of Division and will cooperate with the other lawyers in the Division in accordance with the priority established by the Head of Division.
You will independently undertake tasks that fall within the Division's responsibilities, and in particular tasks relating to:
- Institutional EU law and Public International law;
- EIB governance (Board of Governors, Board of Directors, Audit Committee and Management Committee);
- EIB relations with EU institutions/bodies, Member States and third states, as well as other IFIs (including privileges and immunities);
- Intragroup relations;
- Statutory rules relating to financing activities;
- Transversal projects relating to EIB capital, governance and finance activities (for example Brexit, Covid-reponse, possible creation of new subsidiaries…);
- Application of EIB policies and development of new EIB policies.
Under the supervision of the Head of Division, you may:
- Provide legal advice and support, in the form of notes and opinions, in relation to the tasks outlined above;
- Undertake research and conduct studies on legal issues across the areas for which the Division is responsible;
- Represent the Bank's Legal Service in internal and external working groups (meetings, panels and task forces) to deal with specific issues;
- Represent the Bank as an agent in litigation before the Court of Justice and the General Court;
- Maintain cooperation with the division's counterparts, both within and outside the Bank (may involve travel); and
- Participate in any other activities relevant to the ICL division’s activities.
Profile
You have:
- A university degree in Law and/or an equivalent professional legal qualification; a post-graduate specialisation in EU Law would be an asset;
- At least 7 years relevant professional experience in European Union institutions or bodies and/or with a law firm of international repute and/or other IFIs;
- Very good knowledge of standard computer tools and familiarity with databases relating to EU law and case law;
- Excellent knowledge of written and spoken English and a good command of French preferred. Knowledge of further languages of the European Union would be an asset.

Offer
The position is full-time and the term of the contract will be 4 years. You will get an attractive salary package.
