Function
As customs manager you are jointly responsible for the customs compliance of the terminals and the optimization of processes. You are acquainted with customs and excise legislation and you are capable to translate this to the business processes. You will assist the Commercial Managers responsible for Customer Services, among which Customs. You will coordinate and assist the Customs employees at the terminals and you are dedicated to know your way around the details and working of the IT system we use, to be able to provide hands-on guidance and assistance where necessary. You will ensure adequate and up-to-date AO/IC documents, procedures and work instructions. You will provide training to your customs colleagues and help built and implement a robust training platform containing e-Learnings. You will perform internal control measures and you will also become acquainted with the work performed by the declarants. Hierarchically, you will report to the responsible person for Customs and Excises at HQ and maintain a functional relationship with the Commercial and Customer Services Managers.
As customs manager in Antwerp, you will be responsible for:
- Handling and monitoring customs affairs
Coordinate and ensure the handling and monitoring of customs issues within the terminals, so that it will be handled according to guidelines / requirements. Get to know the working of the IT system on customs in depth. Identify and analyze risks, discuss these and make proposals on how to deal with it with. Maintain contacts with relevant parties, among which customers, customs authorities and industry associations.
- Compliance with customs regulations
Provide for instructions on compliance with customs regulations and ensure execution. Monitoring the implementation. Identifies anomalies, discuss within indirect tax team and support this with solutions. Coordinate the management of the required customs licenses. Handle appeal procedures.
- Knowledge on customs matters
Arrange periodic courses and seminars for customs employees to keep the customs knowledge up to date. In addition help built an e-Learning platform content wise to cater for a proper and efficient learning curriculum for the relevant disciplines involved with customs processes. Interpret developments and their impact on the organization.
- Advisory
Recommend internal and external customers on customs matters. Give explanations, instructions and care.
- Optimizing customs processes terminals
Make proposals on optimization of processes , procedures and instructions regarding customs to continues to ensure effective work performance. Identify and analyze problems and risks. Establish improvement plan and ensure the implementation.
- Relation management
Internal: Maintain weekly contact, minimum of two days a week to start with, on location with the managers and employees Customer Services, Operations and other internal departments of the respective terminals.
External: Regular contact with various government agencies, industry groups and customers. Advising customers on customs matters in relation to contractual agreements.
Profile
- Master’s/Bachelor’s degree/ (fiscal) law or equivalent education;
- Familiar with relevant laws and regulations in the area of customs and excises and able to translate this into the business processes;
- Good understanding Belgian specific customs and excise policies;
- Good relations with the Belgian customs authorities;
- Familiar with Dutch specific customs and excise policies;
- At least 3 to 5 years relevant work experience (i.e. managerial function in customs and excise duties. Experience in the oil and gas industry is an advantage);
- ERP experience, handy with IT systems;
- Experience with Microsoft Word, Excel, PowerPoint and Visio;
- Strong analytical, critical attitude, organizational sensitivity;
- Persuasive and influencing capability, stakeholder management;
- Self-reliant and persevering;
- Result driven, problem solving;
- Assertive, enthusiastic and ambitious;
- Fluent in Dutch and English.
